Notice is hereby given that the monthly meeting of Ickleford Parish Council will take place on Thursday 5th October 2023 at 7.00pm to be held at Ickleford Village Hall for the purpose of transacting the business set out in the agenda below and members of the Council are hereby summoned to attend this meeting. Members of the press and public are invited to attend. A Councillor will be available between 6.45pm and 7.00pm to discuss any matter relating to the parish.

8 On-going Projects
8.1 To receive updates on the Neighbourhood Plan and approve the expenses reimbursements
of £44.38 for the annual NP domain and £108 for the annual website support
8.2 To receive updates on the RHCG and maintenance of the natural river environment in Ickleford and approve any actions including writing to the owners of Ickleford Mill to request reimbursement to residents via the RHCG for the purchase of equipment for cleaning up the pollution
8.3 To approve a grant request from Ickleford Sports and Recreation Club
8.4 To receive updates on Rights of Way and approve any actions
8.5 To receive updates on Highways matters and approve any actions.
8.6 To receive updates on OWL and Neighbourhood Watch and approve any actions.
8.7 To receive an update on The Old George car park and approve any actions.
8.8 To approve the cost of £105 for hall hire and associated refreshment expenses for an all-day meeting on 28th July and the cost of £35 for the hire of the hall for a meeting on 15th August. Also to approve printing and photocopying expenses incurred by the staffing sub-committee members for the meeting.
8.9 To discuss plans for the creation of local projects to combat loneliness.
8.10 To approve the action plan submitted by the Staffing Sub-Committee.

9 New Matters
9.1 To resolve to create dedicated Parish Council gmail addresses for Councillors.
9.2 To discuss the Southern Rural Forum grant funds withdrawal and approve any actions.
9.3 To approve the response to North Herts Council regarding the registration of Lower Green Farm as an asset of community value by Save Lower Green Farm community group to be received by 20th October.
9.4 To approve the cost of £60 including VAT for the annual play inspection by NHDC.
9.5 To discuss the missed bin collections in Greenfield Lane and Church Lane and approve any actions.
9.6 To approve the cost of £2760.00 including VAT for the work to be carried out by Evolution Tree Works for Christmas Common, Upper Green and Lower Green.
9.7 To resolve to order winter salt from Hertfordshire Highways, if required.
9.8 To approve the return of an overpayment of the £500 donation to FirstPort.
9.9 To approval rental fees for the allotments for the financial year 2023-2024 with consideration to the cost of living increases.
9.10 To resolve to plan a commemorative event for the 80th anniversary of D-Day.
9.11 To resolve to mark Remembrance Sunday.
9.12 To resolve the duration for publication of the Notice of Conclusion of Audit and AGAR on the Parish Council’s website and noticeboard and to approve the invoice for £378.00 including VAT for the external audit by PKF Littlejohn.
9.13 To approve the cost of £2034.00 including VAT for a hinged/lockable drain cover and its installation by a qualified surfacing company at the play area car park.
9.14 To consider the installation of lighting and/or CCTV at the play area car park and approve any actions.
9.15 To approve Parish Council representation at Affinity Water’s ‘Your water, your say’ event on 18th October.
9.16 To resolve to co-opt a new Councillor at the meeting on November 2nd.

Appeal against refusal of permitted development regarding: Variation of condition 2 (revision of dwelling design) of previously approved planning permission 22/00172/FP granted 28/03/2022 – erection of one detached four-bedroom dwelling with associated access, car parking and hard and soft landscaping following the demolition of existing structures and hardstanding. Deadline for comments was 20th September
