DRAFT MINUTES OF THE ICKLEFORD PARISH COUNCIL MEETING

Councillor Goldie welcomed everyone to the meeting.

99.1 The Parish Council’s policy for openness and transparency was read out by Cllr Goldie.

- Minutes of the previous Meeting
101.1 Minutes of the meeting on the 10th of September 2025 were unanimously approved, and the Chairman was duly authorised to sign the minutes.
- Public Participation Session
102.1 Mr. Mike Wilkinson reported his concerns regarding potential future planning applications affecting Ickleford. He expressed apprehension about the cumulative impact of ongoing and proposed developments on the village’s infrastructure, traffic levels, and overall character. Councilors noted his comments and thanked him for bringing his concerns to the Council’s attention.

105.1 To receive updates on the legal documentation for the lift and the arrangements for insurance and ongoing maintenance at the Ickleford Sports and Recreation Club
Gemma Smart, representing the Sports and Recreation Clubs, updated Councilor’s on the current situation regarding the installation of the lift. She outlined the progress made to date, the remaining steps required for completion
105.2 To receive updates on Rights of Ways
Cllr Gamble reported that a large tree had come down on Footpath 13 and now has been removed by a local farmer.
Cllr Goldie reported that the large tree on footpath 5 opposite Raymond Cottages has been assessed by Evolution Trees as in safe condition. When ownership has been established reduction of the trees size will be looked at.
105.3 To receive updates regarding land to the front of the Old George.
Cllr Goldie reported that we have received an interim decision on returning the land back to Common Land CL141. Hertfordshire County Council will produce a new register map showing CL141 as registered Common and correct the digital mapping.
105.4 Highways Matters
Cllr Goldie reported that Turnpike Lane now has new speed humps installed.
Cllr Goldie reported that an HCC officer has been and looked at Snailswell Lane and has send a report, Cllr Goldie to request a more detailed report from the Officer and this item will be added to next meetings agenda.

Cllr Goldie reported that a local resident had tripped and fell on Claymore Drive after making enquires Claymore Drive is registered as a private road and there is no action we can take in this matter.
105.5 To receive updates on purchase of storage boxes for the marquees
Cllr Seal reported that the current out of stock however when back in stock they will be purchased.

105.6 To receive updates on purchase of a new mobile for sole use of the Clerk/RFO
Clerk reported that he has investigated two options of providing the Parish with a phone number. A standard purchase of a mobile phone and contract or using a telecoms company to provide a VOIP system which is fully internet based multi access control system which comes with a landline number.
It was resolved that the VOIP system would be purchased.

105.7 To discuss and approve repair/replacement of the Map Boards on Upper and Lower Green

105.8 To discuss and approve the repair/replacement of Sports Club Ground fencing
Cllr Goldie read out a report from Cllr Jones on his investigation on the fence replacement with Mr William Crosse. It was resolved that quotations will be obtained for the replacement fence and unanimously agreed by all.

105.9 Update on the safety sign requested by Resident at Lavender Grange and approve possible decision
Cllr Goldie reported that a response had been received from the Lavender Grange Management Company (Virtus), confirming their agreement in principle to the installation of the new sign. It was resolved to proceed with the purchase of the new sign and necessary fittings.

105.10 Update on Planning Application 25/01904/FP Land to the rear of 34 Arlesey Road, Ickleford, known as Local Plan IC1
Cllr Goldie reported that she had written to North Hertfordshire Council (NHC) submitting additional points of objection regarding the proposed development.
District Cllr Peace reported that the planning consultation period closed on 3rd October and noted that both the Lead Local Flood Authority (LLFA) and Anglian Water have registered formal objections to the development, as shown on the NHC Planning Portal.
105.11 Update on Planning Application 225/01790/FP ‘The Orchard’,Snailswell Lane
Cllr Goldie reported that our letter of objection has been published on NHC Planning portal.
105.12 Update on concerns raised by Residents pertaining to Groundworks ongoing at Lodge Court Development, Ickleford
District Cllr Peace reported on the current Section 73 (S73) application, which concerns the locations of the air source heat pumps and includes revised plans for Plot 8 relating to the height of the dwelling. Cllr Peace advised that she is making further enquiries with the Planning Officer. This item will be added to next month’s agenda for an update.
105.13 Update on letter sent to NHC regarding Anglian Water
Cllr Goldie reported that a standard response had been received from Anglian Water. The correspondence but did not provide any additional information beyond their standard consultation statement. It was noted that the Council would continue to monitor for any further correspondence or detailed response from Anglian Water relating to the development proposals.
105.14 To receive update on Allotments
Cllr Day reported that there had been two shed break-ins within the last month. He also noted that Plot 15 has still not been cleared of waste items and the unauthorised planting of a cherry tree, despite the plot holder having been given 21 days to do so.
It was resolved that Cllr Day and Cllr Crowe would speak to the plot holder in person in an attempt to resolve the matter before the Council issues a final notice and reclaims the plot.

105.15 To receive information regarding Chapel Field and its future
Cllr Goldie reported that Chapel field has been withdrawn by Hertfordshire County Council (HCC) as identified development land supply for North Hertfordshire Council (NHC) Local Plan. It was resolved to contact the Hertfordshire County Council (HCC) Rural Estates Officer to enquire whether Ickleford Parish Council (IPC) could rent or purchase Chapel Field, and to request information regarding the likely costs involved. Proposed Cllr Gamble Seconded Cllr Day and unanimously agreed by all.

105.16 Update on location of new dog bin near Footpath 5, Chambers Lane
Cllr Seal reported that he had spoken to local residents in the vicinity of the new installation location, and no objections had been received. It was resolved to proceed with purchase and installation of the new dog waste bin.

105.17 Update on overgrown trees opposite Raymond Cottages

105.18 To receive information regarding report by CPM Playground Ltd, on the condition of our equipment, including waste bin.
Cllr Seal reported that the waste bin has now been emptied and that an additional wheelie bin has been provided. Minor maintenance works, including the repair of a step and the fitting of new nylon bolts and cap covers, have now been completed.

106.1 To receive information to a request by Ickleford WI to maintain flower bed situated on the triangular roundabout
Cllr Goldie reported that the WI has indicated they are finding it difficult to continue maintaining the flower bed. Cllr Day offered to take on responsibility for maintaining the flower bed for the foreseeable future.
106.2 To discuss and approve a grant request ‘from St Katharine’s Church ‘Over 60’s Group’ to help its members to attend the school pantomime’.
Cllr Goldie reported that the Over 60s Group had submitted a grant request for £50 to enable members to attend the School Pantomime. It was resolved to grant £50 to the Over 60s Group. Proposed Cllr Gamble Seconded Cllr Seal and unanimously agreed by all.

106.3 To discuss and approve Scout Group 9th Hitchin 1st Ickleford to repaint posts on Upper Green and the remuneration for the works carried out
Cllr Goldie reported that Scout group are prepared to repaint the posts on Upper Green and a Local painting & decorating company have offered to supply the paint and offer help with the Scouts on the day. It was resolved to remunerate the Scout Group £175 for the work in painting the posts.

106.4 To discuss and approve new Christmas lights on Upper Green
Cllr Seal reported that he had obtained a quotation from a local electrician for the purchase and installation of Christmas lights, Cllr Seal advised that the quote of £300+vat covers all necessary materials and labour to ensure the lights are safely and securely installed on Upper Green, with the timer allowing for automatic operation throughout the festive period. The Parish Council noted that this installation will enhance the village’s seasonal display and provide a safe and reliable electrical connection for the lights. It was resolved to purchase and install the Christmas lights as quoted.

106.5 To discuss and approve Christmas tree for Upper Green
Parish Councillors discussed the type and style of Christmas lights required, as well as the appropriate size of the Parish Christmas tree to be purchased. It was resolved to obtain a quotation for a tree between 20ft and 25ft in height, along with suitable Christmas lights to complement the tree.
Cllr Seal reported that it was planned that the Christmas lights switch-on event take place on 29th November from 1pm. The event is planned to include a visit from Santa, live music, craft fair and a BBQ, providing a festive celebration for the local community.

106.6 To discuss and approve sponsorship policy for the Parish Council
The Clerk reported on the requirement for a Parish Council Sponsorship Policy, which provides clear guidance on how the Council can engage with sponsors, from external organisations, and ensure transparency and accountability in all sponsorship arrangements. It was resolved to adopt the proposed Parish Council Sponsorship Policy, thereby providing a formal framework for managing sponsorship opportunities in accordance with good governance practices.

106.7 To discuss drug offences within our Parish
Cllr Gamble reported that the local policing team has confirmed they will be conducting drive-by patrols within the village. In addition, the PCSO will carry out a walkaround of the village to engage with residents, monitor community safety, and address any local concerns.
106.8 To discuss siting of dog bin on footpath 13
Cllr Goldie reported on the need for an additional dog waste bin where Footpath 13 and Footpath 15 meet. She highlighted that the area is frequently used by dog walkers, and the absence of a bin has led to increased instances of dog waste being left on the sports field, which poses a health risk and impacts the cleanliness and enjoyment of the public space. It was resolved to purchase and install a suitable bin.

106.9 To discuss and approve Clerks training courses with HAPTC
The Clerk reported that there are two forthcoming courses offered by HAPTC which he would like to attend, at a cost of £35 each. It was resolved that the Clerk be authorised to attend the two HAPTC courses, at a cost of £35 each.

106.10 To discuss and approve to write a letter to HM Land Registry in support of an Ickleford residents’ application to register the ten=foot boundary of 129 & 131 Arlesey Road, Ickleford, SG5 3TH
Cllr Goldie reported on a letter received by Ickleford Parish Council (IPC), which included photographic evidence in support of the concerns raised.
It was resolved that the Clerk would write to the residents requesting additional information to enable the IPC to consider the matter fully and make an informed decision.

106.11 Remembrance Sunday
Cllr Goldie reported that the wreath had been ordered and delivered, and the Clerk will be speaking to the Scout Group and Alixe will liaise with Rev Mary de Salis and Cllr Goldie.
